They had Named a bphone that does just that (and it might be installed on an Android emulator). To my surprise, in 2017 it seems to have disappeared from the play store and app store.

I would try to download an old apk (its most recent) and see if it is still running at all. 

 

In any case, you can also buy a modem (56k), plug it into the phone socket and try to use all kinds of software that purport to allow you to make a call over the computer. Must say I haven't tried it myself so can't recommend one solution or another.

There are providers that can provide you a phone over the network with a standard number, it is called SIP with it you can talk through standard software and microphone. Much of what is offered in this field is solutions for multi-line businesses with sophisticated exchanges, but in my opinion you can also find services for private individuals.

Lol ... I haven't used one since the 90's when everyone else was a modem.

In any case, it works and even has built-in windows software, DIALER.EXE
