It's not a matter of connections, the 650 and 750 may have the same connections and even the same number of cables but the 650 will not be able to hold a particular system compared to the 750 it will.

If the supplier can supply above the general consumption, why should he not hold?

 

And how do you know in my case with RM550x Gold?

This is inaccurate, in my opinion a quality 650W supplier can hold a system with a 3080. 

The problem is that a 650W power supply will take longer to power than a 750W power supply, but it is possible.

I did not refer to 3080 or any other 650 provider, I just said that based on connections it is not possible to know.
