Several questions regarding mobiles

1. Does anyone know why half the time Windows does not turn off / restart? I have attached a photo. Computer after installing windows, Vantage and Paragon and perform updates of the operating system and And Vintage.

That is, there is nothing running in the background and not closed (or at least should not be)

 

2. This bar that appears in the second image each time is closed inwards and I have to put the mouse on it to appear. I guess it's some feature designed to save space. Is it possible to cancel it?

 

3. In the latest Windows updates add some icon to the start line of the weather forecast. Is there a possibility to hide it or at least prevent it from opening every time I move the mouse in its area?

I found a solution to problem 2.

Regarding the first problem - I talked to Lenovo. They told me to first install the Vintage and then install updates through it and then update through the update. I talked to them today and explained to them about the problem and was told that I had to install first From their site:

https://pcsupport.lenovo.com/us/en/products/laptops-and-netbooks/legion-series/legion-5-15arh05/downloads/driver-list

 

This is not exactly my model, but it is meant to give an example of what they meant. It's a bit of a shame for me to reinstall the whole computer again if it's not essential. what do you think?
