Here is an example from yesterday Blog They have announced that they are considering allowing both 7th generation and 1st generation 

As we release to Windows Insiders and partner with our OEMs, we will test to identify devices running on Intel 7th generation and   1 that may meet our principles.

Microsoft downloads the tool to check the hardware compatibility for running 11,

Claiming that the app is not good enough (now remember?) And does not meet the company's standards.

It (the app) will return according to estimates, around September / October ....

If I understand correctly the change is mostly cosmetic - so it is not clear what the point is to upgrade. Certainly not to be among the first. 

Would have replaced the KERNEL with something more stable and reliable but for a new SKIN to upgrade?
