How much are you willing to spend on it? And what is the cooling that is on the processor now in general

Right now there are Arctic Freezer 34.

How much am I willing to spend, 200-300 something like that, if it's worth the investment maybe a little more

In the meantime there were no ......

Did you enable XMP in the BIOS?

See the manual Page 6 - XMP - Change to Enable

Do not recommend "playing" with tensions (undervolting)

The heat sink you bought does not quite fit the processor model you purchased - in the CPU data (TPD (Thermal Design Power may reach a maximum consumption of 135W.

body That I would recommend for purchase - Dark Rock Slim BK024 ->

Turns out the XMP was already on.

What about water cooling? Should I go in that direction maybe?

What is the enabled XMP profile? According to what your memory showed works at 2400MT / s.
In terms of cooling, everything is a function of how much you want / are willing to spend, for NIS 300 you have such water cooling: https://www.plonter.co.il/detail.tmpl?sku=ELC-LMT240-RGB&cart=162963179226746122

Or such

And serious air cooling you have it:  https://tms.co.il/nhd14

Do not recommend "playing" with tensions (undervolting) Because? Most boards raise the voltages to psychic levels and far beyond what the processor needs.

https://www.bequiet.com/en/cpucooler/1659 This cooling is about the same as what it has.
