It is not 4 cards that two, take a look at the ports of the DVI, simply each of them is a dual card type instead of 2 cores on one card ..

"specially designed graphics cards each carrying Two 7800 GTX graphics processors with 512MB of memory per chip (2GB in total)

512 * 4 = 2GB

And from the picture (which I do not know how reliable it is), you see that it's two cards, each of which is a kind of double card connected to the SLI and sits on one pcie slot,

Including SLI to create 4 cores, hence the "specially designed"
