In principle the video card can render at more than 60 FPS and you will gain some response time even on such a screen at the cost of tears in the image. In practice yes you need a screen with a higher refresh rate to really enjoy a higher FPS.

Possibly, the video card will try to output more than 60 frames per second but the screen will refresh the image only 60 times per second. The improvement you will feel in this case is in Input Lag.

But if the screen has a high refresh rate the improvement will be more significant and there will be a sense of responsiveness in the game.

A good gaming screen for the eyes with a refresh of 144 or higher

 

I have not yet been answered regarding a video card if it is worth waiting for 3070 or if there is no way to enter my PCIE4.0 motherboard

Your board supports 3070 but with this processor it will only work on PCIE 3.0x8 if I understand the board manufacturer's data correctly, also the official recommendation is to provide a power of at least 650W even though in practice your system's energy consumption will be much less.

 

Considering the processor, board and screen resolution you bought (which is probably FHD according to the budget you set) I do not see much point in investing so much in the video card that will cost over NIS 3000 in the country, I think the other parts will limit the FPS and hurt the video card's performance.

 

For the sake of the screen this is a pretty basic budget for the Gaming 27 screen, plus a slight price there are the two that are FHD:

Gigabyte G27F - Screen 144Hz

Viewsonic VX2718--MHD - 165Hz VA screen

 Beyond that you already have to significantly increase your budget or compromise on a TN screen.

RTX 3070 is unnecessary.

You do not currently have a dedicated video card installed, do you?

You can settle forGTX 1650 SUPER

But I would buy a ticket right away 2.
