I am debating between two specifications:
One is ready

You chose the worst motherboard in the last decade in the specs you assembled and it is not at all suitable for AMD.
The cooling you added also does not fit the case
Answer the questionnaire and it will be easier to help you.
In any case, here are some specs:
I do not recommend buying a 3080TI and on this budget I would buy at least a 5800X, you have the 6900XT cheaper then you can take a processor with more cores on the same budget.
