Looking for a desktop computer up to a budget of 3500/4000.

The main use of the computer is watching movies and sometimes running code writing software (i.e. for a computer science student).

It is no problem to buy some of the parts from Amazon if it lowers the price.

This spec is pretty shocking, this processor No Can work with this cooling and it will be about 100 degrees in each use, if you want an I9 based specification you can arrange such a thing, but this specification is just bad. (Just expensive board, lowest level case, lowest level supplier, Super slow, little slow storage, just shockingly big specs).
If you want an I9-based specification then something like this will work (although here too the cooling is particularly limited):

On this board (B560M-DS3H) I really would not recommend in combination with the i9, even with the i7 or 11600K its VRM comes to thermal throttling and limits the CPU, it's a waste of money to invest in such an expensive processor in a system that can not take advantage of it. There's nothing to do, at least with , If choosing an expensive processor also need a board accordingly.

Yes I waited for it, and then it no longer fits in the budget (although from what I remember the 10900 without K takes less than the 11K generation, but it is very difficult to find tests on Intel's locked processors [because they are shit]).
In any case to open the discussion to what you mentioned there is no need for I9 and 5600 G eVery Cooler will save you money on too And also on the motherboard.

According to the tests these boards are quite on the border even with 6 cores processors and closed multiplication, 10700 takes over 200w and on 10900 with 10 cores there is nothing to speak of at all. 

It is possible in the budget to build a reasonable specification with 11700

Most likely if he runs on a computer this game is a FOOTBALL MANAGER and nothing more.

I do not remember what discussion it was but I saw here on the site that wrote that the processor of Not the most recommended.

Of course if it is possible to build a computer that in the future it will be possible to add a video card of Without too many other changes to the computer then I would love to.

There is such a specification in my previous comment https://tms.co.il/builds/264702 It is no problem to add an external video card when you see fit in the future. You can lower the price if you are willing to lower the CPU and the amount of memory.
